Well here are some questions to your "questions"
1) They probably will not accept the $25,000 reward as they were just doing their job. If anything, the reward would likely be donated to charity.
2) Montreal is a sanctuary city, but that does NOT mean open border. In the highly unlikely event you want to educate yourself on the refugee/asylum seekers in Montreal these days, here's a link to a news article on the situation:

3) Whatever he attempted to use his ID for, if it was linked to any other services (obtaining a passport, an official Driver's Licence, health card, etc.) the security systems in place would've flagged it as fake and he would've been caught.
4) Other than to hint at your own prejudice, I have NO idea what the gender on his idea has to do with this.
5) They had probable cause, so it was a justified action. Plus, we don't routinely round up people based on their ethnicity. We don't believe in racial profiling here - we actually support citizen's rights to freedom from racism, rather than institutionalize it.
