That's different from a sanctuary city though. Sanctuary cities are cities that, for example, provide city services to everyone without
checking their legal status, or ones that choose not to cooperate with federal laws (eg checking the immigration status of people pulled over for a traffic stop). Some cities have chosen to be sanctuary cities based on evidence that it helps more people than it hurts - children miss out on school if their parents think it might end up with them being deported, undocumented migrants are more comfortable reporting serious crimes to police, etc. They've decided that not hassling undocumented migrants is a better outcome for their city. But the undocumented migrants don't have legal status to be there.
That's different to what's happening at the US-Canada border - the Canadian government is allowing undocumented migrants leaving the US to claim asylum in Canada, which gives them some legal status - at least until their claim is heard. Not that there aren't sanctuary cities in Canada too, because Canada reports people too - Toronto is one. But for your example, the federal, provincial and city governments are working together, not against each other.
