This was deliberate, as the EU wanted a process that gave them the greatest negotiating power in the event of a withdrawal, and they also didn't want a country to threaten to leave with the objective of negotiating better terms of membership.
I'd like to think it is possible to un-invoke Article 50 and I think they'll find a solution, but it won't be as simple as "We wish to inform you that the UK government has changed its mind".
