Sounds like it could only work with dedicated, penny ports. I guess that's what you mean, given #1. I mean, if you're mixing pennies with a regular port, their significance gets washed away by the bigger numbers.
Technically, only one port per player is allowed. But, HSX looks the other way for YTD ports/competition.
'Course, you wouldn't necessarily have to have a league, if you did a publicized port competition, as YTD's are set up. (And then, I think there IS a YTD league to help 'em all follow each other.)
One thing, though, is that seeing penny growth is a long-term proposition. And, it's pretty much hit and miss; you buy a bunch and get lucky with a few... but, there's no real logic or skill to picking the pennies with potential, at least not that I've seen.
More people playing pennies would change their behavior, to some degree.
