Personally, I have my doubts that this will actually start filming without a US distributor...
$70m budget might be low for this type of movie but I can't see in the current financial/independent climate that a period adventure without any big stars would actually be greenlit to start filming without a US distributor in place beforehand.
And unless I've missed it, I don't think it has one yet; considering the film was announced a while ago I'm sure they tried selling it to the major studios but didn't succeed.... which fits with the comment about Cannes.
I'm not sure that a major US distributor will pick it up and then it will be just one more project which sits in development. JMHO.
