Question.. When you have a starbond with 1 movie what exactly happens?

Which one of these is true if any?

When you have a new starbond with its fist movie comming up ..

a) The value of its TAG is 1/3 of that first movie when it delist 

b) Tag is not postet until the starbond has at least 2 movies then the tag is (movie 1 + movie 2)/3 at the delist of the second movie.
