Neal McDonough's Dum Dum is still in the past while Captain America is in the present. The writers have said that the war montage in Captain America 1 takes place over many years and that Captain America 2 will take place during that time frame. My only problem with that is I really didn't get the impression that the montage spanned several years and I don't think other many others got that impression either. It could also get messy with continuity.
I'd prefer Steve Rogers finding some weird use of the cosmic cube or something to go back in time. He and Thor easily being able to go to their world and being called back to ours for future Avengers adventures seems like the best option.
