How is giving KaiGee's list to people "teaching a man to fish"? That's giving them the fish and saying "go fish some more".
If they don't understand the basic principles of how StarBonds work already, then no amount of PABS or KaiGee's list will cure that until they do understand. It's just continually giving them the fish.
