It makes sense when you have more money than things you can invest in. Before that, as you note, it's all about "daily ROI".
As for timing, it really depends on the size of the gap between what it's "worth" and the current price. Sometimes a gap opens up and everyone has already played it correctly, so there isn't any buying/shorting volume to close the gap. Smaller portfolios don't have to money to play everything, so tend to roll their profits from one adjust to the next, which might be the largest contribution to what you are highlighting. And finally. . .it's much easier to guess the price movement a movie has reported, so presumably there is also a segment of people who just play that aspect.
